The handle bars you are asking about are called "Ape Hangers" (They look like a ape hanging from a tree). I have rode a bike with these bars and they are not very comfortable. I don`t know why they made them, maybe a status symbol.
I also have heard them called "Arm pit driers" lol

The closest is in Daytona across from the airport. It would take a good 30-45 minutes going up A1A, if I remember correctly, but it's not a bad drive, it's even scenic. No wait there is another smaller mall in South Daytona and they have a buffet restaurant there also where you could have lunch on the way!
